Ohio Gaming Summary

Background

Ohio has a state lottery, pari-mutuel betting on horse-racing, and wagering on slot machines at racetracks and slot casinos.

Casino Gaming

Development: Casino gambling in four cities (Columbus, Toledo, Cleveland, and Cincinnati) was legalized by popular vote in 2009.

Regulation: The state's gaming industry is overseen by the Ohio Casino Control Commission, a seven-member appointed body appointed by the Governor with the advice and consent of the Senate.

Taxation: 33% tax on gross gaming revenues.

Currently, there are 3 open casinos in the state: Hollywood Toledo, Horseshoe Cleveland, and Hollywood Columbus

 

Lottery

Development: The Ohio Lottery was approved by voters in 1973. In 1983, all lottery proceeds were earmarked for education.

Beneficiaries: The Ohio Lottery's proceeds flow into the Lottery Profits Education Fund. Since 1974, the Lottery has provided more than $17 billion to public education. Annually, it provides about 4 percent of the funding needed for public education.

 

Video Lottery Terminals

In June 2012, the Ohio Lottery began video lottery terminal gambling at Scioto Downs Racino and Racetrack in Columbus.

Total sales reflects all money wagered on the lottery in the fiscal year in question. Total revenue is total sales plus interest earned on the lottery fund balance and miscellaneous revenue sources . Prize liability is the total amount of prize money paid back to winners. Net Revenue (before operating expenses) is the total amount paid to Lottery Profits Education Fund. Prize and net revenue percentages are taken from the total revenues.

Ohio Gaming Timeline

1973: Voters approve State Issue 1 by a 2-to-1 margin, creating the Ohio Lottery Commission.

1974: The Lottery's first game, Buckeye 300, goes on sale in August. Omar Watts is the first Ohio Lottery millionaire

1983: In July, the Ohio Legislature earmarks Lottery profits for education.

1988: House Bill 789 is passed in March, creating the Lottery Profits Education Fund. This allows for a clear separation of Lottery revenue from the State's General Revenue Fund.

2002: The Ohio Lottery joins the multi-state lottery game, Mega Millions.

2009: In November, voters approve Issue 3, amending the state constitution to permit casinos in Columbus, Cleveland, Cincinnati, and Toldeo

2012: On May 14, Horseshoe Cleveland opens

2012: On May 29, Hollywood Toledo opens

2012: In June, video lottery terminals at Scioto Downs (Columbus) became fully functional

2012: On October 8, Horseshoe Columbus opens

2013:Horseshoe Cincinnati opened February 27

2013: Thistledown Racino openedApril 9

2013: Hard Rock Rocksino opened December 18

2013: Miami Valley Gaming opened December 11
