Rhode Island Gaming Summary

Background

Rhode Island has a lottery, pari-mutuel wagering, and racetrack casinos with slot machines.

Racinos and Pari-mutuel

Rhode Island's two pari-mutuel facilities have video lottery terminals that are run publicly, with distributions of revenue to operators.

Current tax rate: 27.53% of gross gaming revenues.

Lottery

Development: In 1973, Rhode Island voters authorized a lottery through a constitutional amendment. The following year, the lottery commenced operations.

Beneficiaries: After prizes and expenses, all remaining funds are transferred to the general fund, where they are used for human services, education, general government, public safety, natural resources, and transportation.

"Slots" is the total number of slot machines reported for the fiscal year in question. "Slot Revenue" is the total amount, in dollars, won by casinos. Win/Slot is the average win per slot machine for the year, "Win/Slot/Day" us the average win per slot machine per day for the fiscal year in question. "Hold %" is the average hold percentage for all slot machines for the fiscal year in question.

Total sales is total ticket sales. Prize liability is the total amount of prize money paid back to winners. Prize revenue percentages are taken from the total revenues.

Rhode Island Gaming Timeline

1973: Constitutional amendment that created a lottery in Rhode Island passed

1974: Legislation regulating the lottery passes in March

1974: In May, Rhode Island Lottery begins operations

1988: Rhode Island becomes a charter member of the Multi-State Lottery Association

1992: Keno is introduced

1992: Video Lottery Terminals (VLTs) go on-line at Rhode Island's two pari-mutuel facilities.
