Singapore Gaming Summary

Background

Singapore currently has a lottery (including sports betting) and casino gaming in two integrated resorts.

 

Casino Gaming

Development: In November 2005, the Singaporean government opened up bidding for two integrated resorts that would be permitted to offer casino games, at two pre-determined sites: Sentosa Island and Mariba Bay. "Intergrated Resort" was defined as a project with a large MICE (Meetings, Incentive, Convention, and Exposition) component and amenities that would make the resort a destination in and of itself.The Tender Approving Authority closed the Request for Proposals in March 2006, and selected Genting to build on the Sentosa Island tract and Las Vegas Sands to build at Marina Bay. The casinos opened in 2010.

Regulation: The Singapore casinos are regulated by Casino Regulatory Authority.

Taxation: Effective rate of 12 to 22 percent of gaming revenues. Singapore has two tax rates: Gross Gaming Revenue (GGR) generated from premium players is at 5% while GGR from all other players is taxed at 15%. A premium player is a person who maintains a deposit account with minimum amount of $100,000 S before he starts playing any game in the casino.  There is also a 7% Goods and Services Tax on all gaming revenue.

Size of Market: Currently, there are 2 casinos in Singapore: the Marina Bay Sands (Las Vegas Sands) and Resorts World Sentosa (Genting).

 

Lottery

Since 1968, Singapore Pools Limited has been Singapore's legal lottery operator. Lottery games currently offered include Toto, 4D, and the Singapore Sweep. Sports betting--on football (soccer) and motor racing--is also offered by Singapore Pools.

Singapore Gaming Timeline

1968: Singapore Pools is incorporated, begins operating

1968: Toto game is introduced

1969: The Singapore Sweep is introduced

1986: Singapore Pools starts selling 4D four-digit game

1999: SCORE, Singapore's first legal sports betting, begins, accepting action on local football (soccer) games

2002: STRIKE!, which offers betting on international football (soccer) is introduced

2005: In November, Singapore issues a request for proposals for integrated resorts with casino gaming

2006: Singapore selected Las Vegas Sands to develop the Marina Bay Site and Genting to devleop the Sentosa Island site

2010: On January 20, Resorts World Sentosa opens

2010: On April 27, the Marina Bay Sands opens
